Evaluation of EU-funded educational programmes to reduce the rate of school dropouts without a qualification

The subject of the evaluation was 12 EFOP constructions that primarily aimed at reducing
school dropout rates, thereby improving the target indicator of leaving school without a
qualification, which the European Union monitors. The Operational Program for the
Development of Human Resources (EFOP), which is the basis of the constructions,
has also set itself the goal of reducing segregation in addition to the topic of early school
leaving, especially by construction (EFOP-3.1.5). The present evaluation’s focus
was primarily on those programmes that directly contributed to achieving these goals, mainly
through institutional development and/or the expansion of teachers’ methodological tools. At
the same time, an EFOP ex-ante condition established an indicator system that provides short-
term feedback on the development of school dropouts, the leading indicator of which is the
proportion of students at risk of dropping out.
